Governor Wolf’s Plan Would Increase Energy Cost – submit a comment

Details

Governor Wolf is moving forward with his plans to place Pennsylvania in the Regional Greenhouse Gas Initiative (RGGI) by 2022.  Already Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Rhode Island, Vermont, and Virginia are part of the initiative.  RGGI is a mandatory cap and trade program to limit carbon dioxide from the power sector.

From the Independent Regulatory Review Commission (IRRC): Regulation #7-559:CO2 Budget Trading Program:

“Establishes a program to limit emissions of carbon dioxide from fossil fuel-fired electric generating units with a nameplate capacity equal to or greater than 25 megawatts.”

Both the House and Senate environmental committees have rejected this move to enter RGGI.  Despite bipartisan opposition from the General Assembly, the Governor’s own advisory boards and the general public, the plan is advancing.  Currently the regulation placing PA in RGGI and thus creating the cap and trade program is before the Independent Regulatory Review Commission (IRRC).  They are taking public comment until 10:00 a.m. August 30th.  Read House Environmental Resources and Energy Committee Chairman Daryl Metcalf’s comments  here

The September 1 IRRC meeting will air live here

All letters and emails submitted by 10:00 am on August 30th will be reviewed by IRRC Commissioners before the meeting.
