Constitutional Amendment Providing for Voter ID
Details In order to help restore election integrity, Senators Doug Mastriano and Judy Ward have begun circulating a co-sponsorship memo for a constitutional amendment that would “require voters to provide valid identification in order to vote in an election. The forms of ID would be the same as the options that are currently available to first-time voters in PA.”
Remember the constitutional amendment process in Pennsylvania is a lengthy one – requiring the language of a constitutional amendment be passed in two consecutive legislative sessions. This is a new proposal and a new legislative session, so if this passes before November 2022 (the end of the current session), it must again pass during the following legislative session. This means the earliest the proposed amendment can appear on the ballot for voters to have a say is the primary election 2023. This highlights how very important the 2022 election is. If the wrong party gains control of the State House and/or State Senate in November 2022, then this proposed constitutional amendment will more than likely die! A governor’s signature is not required on a bill proposing a constitutional amendment; so, in this case, it doesn’t matter who’s in the governor’s mansion.
