This is What PA Democrats Did on Roe’s Anniversary

Monday, January 22nd was the fifty-first anniversary of the US Supreme Court Roe v. Wade decision finding that a “right of privacy” it had earlier discovered was “broad enough to encompass” a right to abortion and adopting a trimester scheme of pregnancy. In the first trimester, a state could enact virtually no regulation. In the second trimester, the state could enact some regulation, but only for the purpose of protecting maternal “health.” In the third trimester, after viability, a state could ostensibly “proscribe” abortion, provided it made exceptions to preserve the life and “health” of the woman seeking abortion. Issued on the same day, Doe v. Bolton defines “health” to mean “all factors” that affect the woman, including “physical, emotional, psychological, familial, and the woman’s age.”
Folks who support abortion are still outraged that the US Supreme Court reversed its 1973 decision and threw the abortion issue back to the states. On this 51st anniversary of Roe, PA Democrats began circulating two co-sponsorship memos – one for the Reproductive Freedom Act and the other for Removing Unnecessary Obstacles to Safe Abortion Access.
The author of the former, Kristine C. Howard (D-Chester) believes “abortion (is) expensive, inconvenient, and stigmatized”. Thus, her proposed bill “repeals the great bulk of the Abortion Control Act and replaces it with a new legal framework aimed at treating abortion as health care, with an emphasis on protecting patients’ independence and privacy. “
Remember Kermit Gosnell, the abortionist from Philadelphia’s House of Horror? After the discovery of the deplorable conditions of his “abortion clinic” and his conviction, laws were passed that required these facilities be treated as ambulatory surgical units requiring annual inspections, etc. Twelve Democrats began circulating a co-sponsorship memo to remove this requirement. The co-sponsorship memo goes on to say “The legislation will also remove the excessive mandate that abortion providers maintain admitting privileges or have transfer agreements at hospitals . . . .”
